Oliver Mills was born in South Caicos, and graduated from the University of the West Indies with a B.A.(Hons.) in Government and History. He holds a Master’s Degree in the Philosophy and Sociology of Education from Dalhousie University in Halifax, Canada. He was later awarded a Commonwealth Scholarship to The University of London, where he earned a Master of Arts Degree in Educational Administration.
He also holds a Diploma in Training Management from the Coventry Management Training Centre, and a Post Graduate Diploma in Human Resource Management and Training from Leicester University in the United Kingdom.
Mr. Mills served in the Turks and Caicos Islands Public Service as Training Manager, and Permanent Secretary in the Ministry of Education, and Lecturer at the Turks and Caicos Islands Community College. He is also a former Lecturer in the Philosophy and Sociology of Education, and Educational Administration at the University of the West Indies, Mona Campus.
He has written chapters in four books on human resource management and education and published two book reviews in the Caribbean Journal of Education. He has presented professional papers at various conferences and contributes articles to regional newspapers.
